Air Pollution Control Plan for a New Concrete Batching Plant in Hong Kong

A multinational company involved in property development, entertainment & leisure, hospitality, and construction materials in Hong Kong has engaged ESC to prepare an Air Pollution Control Plan.

About the Project

As a property developer and a one-stop provider of eco-friendly construction materials, the project seeks to help the company secure a license to operate a new concrete batching plant, primarily to support upcoming residential developments in East Kowloon.

 

Under the Air Pollution Control Ordinance (APCO), specific activities like concrete batching, asphalt works, and stone crushing are subject to regulatory compliance. In 2023, the client engaged ESC to initiate the application for the Specified Process (SP) License and to ensure conformity with the regulatory requirements for operating a concrete batching plant in Hong Kong.

Our Approach

ESC has successfully assisted numerous clients in the region with their applications for licenses to operate various industrial plants. These include plants for concrete production, asphalt manufacturing, stone crushing, and more. Through this extensive experience, ESC has developed a comprehensive understanding of the potential sources of air pollution and the operational aspects of these plants.

 

To streamline the application process, ESC has adopted the Significant Impact Level (SIL) approach. This approach facilitates the assessment of the plant’s impact on air quality. To understand how the plants affect the air quality, ESC employs air quality modeling techniques. This enables ESC to predict the concentration of air pollutants emitted by the plants. Based on these findings, ESC provides specific and practical recommendations for pollution control. Furthermore, ESC collaborates with relevant authorities to address any concerns they may have regarding plant operations.

Outcome

By utilizing ESC for regulatory compliance support, our client was able to simplify their application process and gain a better understanding of the potential environmental impact of their infrastructure project. Trusting ESC, we facilitated the submission of the formal application for the New Specified Process License, aligning it with the general requirements of the Hong Kong Environmental Protection Department (EPD) and ensuring compliance with APCO. This, in turn, led to the implementation of efficient and effective pollution control measures.
