Job Description

ESC is seeking a full-time and talented Senior Consultant to work remotely in Vietnam. Reporting to the Singapore’s Operations Manager (Projects) and Technical Lead (Managing Principal), the Senior Consultant’s main responsibility will be to deliver the private sector’s Project in accordance with IFC PS and ADB SPS and IDA sector projects for 80% time, in addition to providing technical support, report writing and review for private and government sectors in Singapore for 20% of time.

 

Job Responsibilities

The Senior Consultant will primarily work from home, but will also be required to travel for project-related purposes.

  • Project management and technical delivery of environmental and social consulting services to private and donor sector clients, with works focused primarily on delivery in accordance with international standards such as the IFC PS, WBG ESS and ADB SPS;
  • Technical delivery of environmental consultancy services to private and government sector clients in Singapore, including report writing/ compilation;
  • Drafting and delivering environmental and social impact assessments (ESIA’s) for projects, with a focus on renewable energy, infrastructure, and oil and gas sectors. Inputs into various environmental and social disciplines are expected from the service;
  • Drafting and delivering various management plans and systems associated with ESIA’s including, but not limited to, stakeholder engagement plan, land acquisition and resettlement action plan, livelihood restoration plan, community development plan, environmental and social management plans and other various environmental management plans as required;
  • Environmental and social due diligence field visits and reporting for private sector clients, Equator Principles Financial Institutions and other international financial institutions;
  • Contributing to ESC’s donor sector work, particularly within the field of solid waste management (i.e. waste collection, transfer, treatment, landfilling and waste to energy options), wastewater treatment infrastructure and any other focus areas that may be required from time to time;
  • Reviewing reports developed by other consultants from across the ESC offices within the region, providing feedback to junior staff and working with other senior-level staff to ensure that appropriate QA/QC measures are implemented and high-quality deliverables are provided to ESC’s clients;
  • Seeking opportunities (particularly within Vietnam, Cambodia and Laos), and working with other senior ESC staff and those in leadership roles to develop opportunities, write technical and financial proposals and finalise proposals in a manner that maximises success for ESC in the region;
  • Project Management and Administration to be undertaken to utilise ESC’s HeadsUp software;
  • Any other technical inputs into other disciplines and technical focus areas of ESC may be required from time to time. This includes, but is not limited to, contaminated sites management, health and safety consulting, auditing and acquisitions due diligence.

Principal/Senior Consultant-Biodiversity

Reporting to the Managing Principal, the Biodiversity Consultant’s main responsibility will be to deliver and manage predominantly biodiversity-driven projects including inputs into environmental and social impact assessment, biodiversity off-set programmes, environmental monitoring and management planning, sustainability and advisory projects across Southeast Asia.

 

Job Responsibilities

  • In collaboration with the Enterprise team, design and implement terrestrial, aquatic and marine biodiversity baseline surveys to meet regulatory requirements and international best practices as defined by documents such as the International Finance Corporations (IFC) Performance Standards (PS)
  • Analyse and interpret baseline data in the context of conducting various studies such as scoping studies, ESIA, critical habitat assessments and development of implementing documents such as offset management strategy and biodiversity action plan
  • Provide general support in undertaking activities such as environmental and social impact assessments such as ESIA, EIA, AMDAL, EMMP, Pollution Control Study, Site-specific impact assessment, environmental and social due diligence, sustainability, report writing and monitoring field works for Indonesia, Singapore and International Projects

  • Experience in international health, safety & environmental consulting environment, with a minimum of 7 to 10 years post-graduate experience and demonstrated skills in EHS compliance auditing and/or due diligence (ASTM and other standards), phase I/II, as well as EHS regulatory advisory work.
  • Strong working knowledge of Singapore EHS regulations and a good understanding of other SEA country-based EHS regulations. Ideally, the candidate would be an experienced auditor ISO 45001/14001/9001 and/or OHSAS 18001 and a Singapore MOM registered safety officer or have similar health and safety professional qualifications.
  • Strong analytical, planning and project management skills.
  • Ability to deal with complex & sensitive issues
  • Self-sufficient and organized.
  • Excellent reporting and communication skills
  • Experience in regional projects across a range of industrial sectors including Mining, Oil and Gas, chemical, petrochemical, manufacturing and technology sectors would be advantageous.
