ESC conducted Environmental Compliance Assessment for World Bank-funded project BWV program which aims to deliver social compliance assessments and training services to 184 factories in Ho Chi Minh City, Vietnam.
About the Project
The International Finance Corporation (IFC) has provided assistance in establishing the BW Vietnam (BWV) program from 2009 to 2011. IFC’s next steps for engagement include supporting the expansion of BWV services into the environmental compliance space.
IFC commissioned ESC to finalize an appropriate questionnaire for Environmental Compliance Assessment in line with IFC Performance Standards and supporting BW assessment methodology; coordinate roll-out of environmental assessment pilot in Indonesia and Vietnam; and provide recommendations for scale-up.
Our Approach
ESC was involved in the review of relevant Vietnam Environmental Laws and Regulations, which were compared to IFC Performance Standards in order to identify gaps, differences, and synergies.
ESC contributed to the creation of a guidance document for the Environment Cluster, which included compliance points, questions, guidance, method, issue, legal reference, IFC PS, and notes. The goal was to create a comprehensive environmental guideline sheet that could be simply added to the Better Work STAR system.
ESC also carried out a pilot environmental compliance assessment in 8 factories selected by IFC / BWV program.
Outcome
The final report covered key findings, issues and recommendations from the factory pilot visits. This includes readiness and willingness of the factories to participate, recommendations for scaling up/down the program, team structure, and feasibility for roll-out. The finalized tender and evaluation documents were prepared.
