ESC conducted various Environmental Studies for the construction of Pangerang Energy Complex (PEC), an aromatics plant in Johor, Malaysia.

About the Project

The project aims to become a world-class petrochemical hub that will add value to the downstream oil & gas value chain in Malaysia. Once completed, PEC will be one of the largest and most competitive aromatics plants in the world strategically located in the Pengerang Refinery and petrochemicals hub in Johor. 

To comply with the Environmental Quality (Prescribed Activities) (Environmental Impact Assessment) Order 2015, ChemOne Holdings, the master developer for PEC, must adhere to the local and international regulatory standards. 

Our Approach

ESC was commissioned to conduct various environmental studies based on PEC’s prescribed activities which include

  • Environmental Impact Assessment (EIA)
  • Environmental and Social Impact Assessment (ESIA)
  • Stakeholder Engagement Plan (SEP)
  • Grievance Mechanism (GM)
  • Environmental and Social Management Plan (ESMP)
  • Climate Change Risk Assessment (CCRA)
  • Quantitative Risk Assessment (QRA)

Outcome

ESC has a strong track record working with leading organisations in the oil, gas and petrochemical sectors within the region. Leveraging our established professional relationships with regulatory authorities, whilst drawing on our deep local and legislative insights, we are able to apply industry best practices and propose mitigation plans to reduce and control the adverse impact of PEC activities on the environment and surrounding community.
