ESC conducted various Environmental Studies for the construction of Pengerang Energy Complex (PEC), an aromatics plant in Johor, Malaysia.
About the Project
The project aims to become a world-class petrochemical hub that will add value to the downstream oil & gas value chain in Malaysia. Once completed, PEC will be one of the largest and most competitive aromatics plants in the world strategically located in the Pengerang Refinery and petrochemicals hub in Johor.
To comply with the Environmental Quality (Prescribed Activities) (Environmental Impact Assessment) Order 2015, ChemOne Holdings, the master developer for PEC, must adhere to the local and international regulatory standards.

ESC was commissioned to conduct various environmental studies based on PEC’s prescribed activities which include

- Grievance Mechanism (GM)
- Environmental and Social Management Plan (ESMP)
- Climate Change Risk Assessment (CCRA)
- Quantitative Risk Assessment (QRA)
Outcome
