About the Project
The project aims to help a major telecommunications company in Hong Kong quickly set up underwater fibre-optic cables to provide fast internet to remote villages. It includes two main cable systems: one from Telegraph Bay to Pak Kok Tsui on Lamma Island and another from Nim Shue Wan to Tai Lei on Peng Chau. To facilitate this installation, the client is seeking specialised assistance to secure the necessary Construction Noise Permits (CNPs). This will ensure that the project proceeds smoothly and efficiently, while also maintaining environmental compliance.
Our Approach
With extensive experience in submarine cable installations and environmental impact assessments, ESC streamlined the application process by guiding the client through the necessary procedures. Our expertise in navigating complex regulatory frameworks allowed us to anticipate challenges and provide tailored solutions. We provided essential support in preparing the required documentation, including thorough construction noise impact assessments vital for CNP application.
To address potential noise concerns from cable laying barges and other machinery, we carefully evaluated the construction noise impact on nearby sensitive receivers. By analysing the plant inventory and designated works area, we identified key areas for noise mitigation. Our team optimised the work arrangement and implemented effective mitigation measures to minimise noise nuisance during construction.
Our proactive approach and comprehensive understanding of noise impact assessment methodology ensured that the client’s CNP application was complete and compelling. This enabled the Authority to issue the permit promptly, allowing the project to proceed without unnecessary delays.
