About the Project
Penta Ocean is a major Japanese construction company delivering large-scale projects in marine civil engineering, land civil engineering, and building construction works. As part of their Tekong Polder Joint Venture Project with Boskalis in Singapore and a move towards the digitalization of construction site processes, they engaged ESC to implement a cloud-based digital software solution with customised modules for Permit to Work (PTW), safety hazard observation cards, HSE inspection and incident management reporting.
Our Approach
Working with Penta-Ocean’s HSSE Group Manager Colin Liu and drawing upon the knowledge and experience of the safety team at Boskalis, ESC built an electronic permit to work (e-PTW) system which can be accessed by site users via desktop, phones and tablet.
The digitalization of the permit process greatly reduces the time spent on permit approval as compared with a paper-based system, moreover, with the addition of mandatory fields, timestamping and records presented in an easy to monitor table, visibility and accountability have been greatly enhanced. As well as improving the efficiency of the permit to work process, the system also allows upper management to analyze data captured in the safety hazard observation cards, safety inspections and incident management modules which they can view in statistical tables and graphs and identify key trends and patterns in the behaviour of site users.
“As the group HSSE Manager, I can login to the BlueKanGo system and there on the main dashboard I can get a big picture overview of the PTW system and review real-time statistics relating to safety hazard observation cards and site safety inspections at the Tekong Polder Project.
Over the life of the project, a range of useful data is captured within BlueKanGo and from this, we can identify trends and patterns, we can use these to take actions to improve health and safety at the site and across the group as a whole.” – Colin Liu, HSSE Group Manager
Outcome
Prior to implementing the solution, the client is using paper-based system and facing issues managing their contractors and not being able to get a full visibility of their PTW activities. The Safety software consists of e-Permit to Work, Safety Hazard Observation Card, and Inspection Tool modules. Since its implementation, Penta Ocean-Boskalis JV improved their efficiency and productivity while keeping the managers well informed of the data and statistics.
Many companies are stepping ahead in the digital transition of Permit to Work system, with a dedicated solution like BlueKanGo, our client greatly improves their productivity, communication, and efficiency across different units and sites. To achieve the best version of the e-PTW and safety systems for our client, we adapted the system according to the local regulations and standards. This tool actively helps to avoid non compliance and ensure there are no missed steps that can potentially lead to workplace incidents.
