About the Project
ESC conducted the Quantitative Risk Assessment (QRA) for the upgrade work at the PASAR (Philippine Associated Smelting and Refining Corporation) Smelter to ensure risks are minimised and meet the Department of Environmental and Natural Resources (DENR)/Environmental Management Bureau (EMB) requirements for the Environmental Compliance Certificate (ECC) for the project.
Our Approach
The QRA identifies the potential hazards caused by an unwanted release of hazardous chemicals. The QRA study focuses on the potential offsite impacts(consequences) caused by for example fire, explosion or toxic dispersion. Once the potential hazards have been identified, consequence modelling evaluates the resulting effects if the accidents occur and their impact on people, equipment and structures, the environment or business, depending on the defined scope of study.
The scope of work for this study comprises the following:
- Hazard Identification –Qualitative review of possible accidents that may occur (based on previous accident experience or judgement where necessary) for the hazardous substances stored onsite;
- Define the failure cases to be studied in this project. Each failure case will be assigned a unique failure case identification code;
- Determine the consequences hazard distances of all failure cases; and
- Propose mitigation measures or recommendations where required to reduce or manage the hazards.
Outcome
The QRA was able to demonstrate and ensure that the hazards and risks involved were within acceptable levels and satisfied the Department of Environmental and Natural Resources (DENR)/ Environmental Management Bureau (EMB) requirements for the Environmental Compliance Certificate (ECC) for the project.
