ESC is providing Process Safety Compliance Management for a major chemical manufacturing company in Singapore by assisting the client with all of the required permitting documents, such as Safety Case, Quantitative Risk Assessment (QRA), Pollution Control Study (PCS), Environmental Baseline Study (EBS) and more.
About the Project
ESC started during the engineering and design stage by assisting with the preparation of all the required permitting documents, such as QRA, PCS and EBS. Once the facility went operational, ESC continued to assist with process safety management and updates to the company’s QRA and PCS to cater for expansions.
ESC continued from there to assist with the implementation of the new Major Hazard Installation (MHI) legislation by assisting the team to prepare their Safety Case according to Singapore MHI Technical and Assessment Guidelines, including identification of Major Accident Hazard (MAH), Major Accident Scenario (MAS) and Safety Critical Event (SCE), ALARP (As Low As Reasonably Practicable) demonstration and preparation of the emergency response plan.
Furthermore, ESC is mentoring the clients’ technical team on process safety compliance management by holding regular meetings, performing site inspections and liaison with the authorities.

Outcome
Working with the client from inception to full operation, ESC’s process safety management experts have made valuable contributions towards the safe operations of the facilities processes, whilst providing innovations considerations to minimize potential impacts to the facility and its surroundings.
Currently, ESC is assisting the client on a regular basis by mentoring the technical team to ensure continual compliance with the MHI regulations.
