ESC has secured the role of Permitting Consultant for HMN Technologies Co, Ltd (HMN Tech) in the development of the Asia Link Cable System (ALC) in Hong Kong. The ALC, a joint venture involving leading telecommunications companies, is scheduled for completion by 2025. Its primary trunk will connect Hong Kong and Singapore, with additional branches extending to the Philippines, Brunei Darussalam, and China. With an estimated length of 6,000km, this cable system promises to significantly boost connectivity and streamline telecommunications throughout the APAC region.
ESC will conduct an environmental assessment to ensure that the cable installation and operation will have minimal impact on water quality, marine ecology, fisheries, and marine archaeology. Additionally, marine safety and feasibility assessments will be conducted to ensure that cable laying operations cause minimal disturbance to marine traffic.
As Permitting Consultant for HMN Tech, ESC will therefore obtain the necessary approvals, including the Environmental Permit (“EP”) under the Environmental Impact Assessment Ordinance (“EIAO”), Gazettal under the Foreshore and Sea-bed (Reclamations) Ordinance (“FSRO”), and Approval of the Marine Traffic Impact Assessment (“MTIA”).
