ESC Readies Environmental Plan for the Upcoming Cross Island Line MRT in Singapore

Taipei Corporation, a Japanese construction giant, has selected ESC to conduct an Environmental Monitoring and Management Plan (EMMP) for the Cross Island Line (CRL) MRT station being developed in Singapore. The Land Transport Authority (LTA) requires an NEA-registered environmental consultant to propose control and mitigation measures to limit the project’s environmental impact and promote sustainability efforts. ESC will use its expertise to not only move this project forward but also ensure that it’s in great care.

In 2022, Taisei Corporation and China State Construction Engineering Corporation Limited Singapore Branch joint venture secured a $1.1 billion deal with the LTA for the design and construction of Riviera station under the Cross Island Line-Punggol Extension (CPe).

The CRL will connect the east and west regions, spanning a distance of approximately 50 kilometres from Changi to Jurong Industrial Estate. The project will bring relief to existing MRT lines by offering more transportation options and shorter journey times.  The success of this project, therefore, is crucial for Singapore’s infrastructure and the implementation of an EMMP will mitigate any potential hurdles. It serves as a reference for implementing appropriate mitigation measures and monitoring procedures during project construction and operation.

To ensure Taisei Corporation’s environmental responsibility, ESC’s EMMP for Cross Island Line will cover biodiversity, contaminated soil and groundwater, air quality, noise and vibration, water and vector management, and water quality management. These elements will be investigated by ESC’s environmental experts during a site assessment that will determine the actions needed to avoid harming the environment during construction.

Singapore has now adopted a systematic framework to record and mitigate the potential impact of any new development on the environment. Due to this, it is vital that companies consider having an EMMP implemented so that compliance requirements on environmental protection are met. It creates an ongoing feedback chain between stakeholders which helps to reduce complaints surrounding environmental impact.

Therefore, involving an experienced environmental consultant with deep expertise in EMMP is crucial for a project’s long-term success. EMMP’s are one of ESC’s several areas of expertise that allows us to deliver environmental solutions on large-scale projects.
