ESC Partners with HLA Associates for Langat 2 Phase 2 Water Project in Malaysia

Kuala Lumpur, Malaysia – ESC, Asia’s leading Environment, Safety, and Sustainability consultancy, has won a key role in the Langat 2 Phase 2 (L2P2) Water Treatment Plant and Bulk Water Distribution System project in Malaysia. HLA Associates selected ESC for its expertise in major water infrastructure projects and its leadership in environmental sustainability. ESC will provide critical oversight and expert guidance throughout the construction stage, leveraging its strong track record in sustainability and safety services.

Malaysia faces ongoing water security challenges due to population growth, climate change, and aging infrastructure. Urban centers like Selangor, Kuala Lumpur, and Putrajaya struggle to maintain a sufficient reserve margin, which currently stands at just 6.6%. 

The Langat 2 Phase 2 project, valued at RM1.8 billion and scheduled for completion by 2030, aims to increase this margin to 15.6%, significantly reducing supply disruption risks. Once completed, the project will enhance water treatment and distribution capacity to 1,130 million liters/day (MLD), improve connectivity between treatment plants, and add 552ML of reservoir capacity.

ESC will lead environmental, Sustainable Development Goals (SDGs), Environmental, Social & Governance (ESG) and safety compliance across key project areas, ensuring sustainable water intake, eco-friendly treatment processes, and energy-efficient infrastructure. Furthermore, ESC will be overseeing waste management, conducting technical training, providing advisory support during tender and construction, and participating in coordination meetings and safety workshops.
