Air Quality Assessment for Construction of Mixed-Use Development Building

ESC carried out an Air Quality Assessment study to assess the ambient air quality for the construction of an 8-storey development building.  

About the Project

The client creates world-class design solutions tailored to the needs of cities and communities around the world. The proposed development is to construct an 8-storey mixed-use development consisting of a manufacturing facility, some offices, and retail businesses. The building is designed to reach a proposed height of approximately 65m. As the site is located in close proximity to an incineration plant, a Building Height Constraint (BHC) requirement was imposed by the National Environment Agency (NEA) as flue gas emission from the Plant may be impeded by the proposed building.  

The client is required to conduct a flue gas dispersion modelling to demonstrate and confirm that there is no flue gas impact on people in the area before a Temporary Occupation Permit (TOP) and Certificate of Statutory Completion (CSC) clearances for the proposed development can be considered.  

Our Approach

ESC carried out an Air Quality Assessment study to assess the ambient air quality before and after the proposed development. Site visits and identification of potential emission sources were conducted to review existing industries within the site location, followed by a secondary review data review to confirm observations from the site visit and fill any data gaps. Additionally, Air Dispersion Modelling, Pre and Post-construction ambient air quality monitoring were undertaken. 

Outcome

Prior to conducting the studies, ESC performed pre-consultation with the client and government stakeholders to agree upon the proposed air quality monitoring and modelling approaches.

The air quality assessment study demonstrates if the flue gas dispersion will be impeded by the proposed development and cause building downwash effects. ESC recommended mitigation plans to address the flue gas impacts.
